Rep. Luis V. Gutierrez (D-I11) introduces New Immigration Bill

The much anticipated new immigration bill of Rep. Luis V. Gutierrez has been introduced last December 15, 2009. The bill called Comprehensive Immigration Reform for America’s Security and Prosperity Act of 2009 or CIR ASAP, with 90 co-sponsors, provides a strong arm for legal immigrants in the US with its visa reform measures facilitating elimination of backlogs in family immigrant visa processing. It proposes to recapture all unused family sponsored visas and roll over unused ones to the next fiscal year. This will strengthen the family unification the bill is adhering to.

Aside from this, the employment-based visas are also covered in CIR ASAP. Measures of promoting a more efficient employment verification system is proposed as well as addressing issues on foreign nurses and other skilled workers. The new immigration bill also contains measures for stricter border control and prevention of future illegal immigration. One of the most controversial parts of CIR ASAP is its proposal on illegal immigrant status. It contains, but not limited to, the qualifications an illegal immigrant should meet in order to take a path to legalization like payment of fines, proof of no felony convictions, proof of having US contributions in the form of employment, military service or education.

The introduction of the bill is grabbing the attention of Democrats, Republicans and many pro and anti-immigrant groups in the country. Government leaders are expected to act fair and square to what means they believe will be beneficial for the country and its people.
